Where entropy is just hidden information, I reckon chaos is just hidden order. Since any signal can be reduced to a summation of pure frequencies in a certain configuration, and any 3D shape can be approximated from a collection of triangular shapes, chaos can be the result of a combination of hidden orders, some of which we may not have recognized yet.
And does it really matter which aspect of this complex is more fundamental than the other? Isn't it just the product of all of them that produces the whole? We all learned that A*B and B*A have the same answer. So why argue over what came first?
