The most well-known movie with the word "state" is no doubt "Enemy of the State" with Will Smith. It paints a gloomy picture of an agency being weaponized by one high up official using it in unofficial ways. Their tools are smart, and install fear, but eventually cannot beat the raw power of human ingenuity.
Fiction has always preceeded tenchnological fact, simply because it needs no physical representation. With information anything is possible, and that makes it a powerful tool.
