I reckon the Phoenix is not just a mythical bird, but an analogy for the resilience of humanity: no matter how big the disaster, there will always be those few humans to stubborn to give up and die, and these will boot up the next phase of human evolution. Even on a planetary scale, it is not about how often you fail or fall, but about whether you get up after that!
